Based on the November 2011 survey of Pulse Asia, Aquino’s appreciation rating registered a decline of around five percentage points from the August figures.
His trust rating, however, dropped only by one percentage point, which is considered a marginal decline. Pulse said, “these changes are marginal at best given this survey’s overall error margin of +/-3 percentage points.”
Only 9% either disapproved or had small trust in the President.
Pulse President Ronald Holmes said in an interview with ANC that there were major issues that cropped up during the period in review. These include the Supreme Court’s decision to issue a halt order on former President Gloria Macapagal Arroyo’s travel restraint and other subsequent decisions.
Holmes, however, took note of the ratings of the President on particular issues.
The survey noted the “disenchantment with the Aquino administration’s performance on selected national issues [as it] becomes more pronounced between August and November 2011.”
The president registered positive numbers, albeit a decline from previous surveys:
- decline of 7 percentage points to 53% for “fighting criminality”;
- 4 points down to 53% in “enforcing the law to all”;
- 7 points down to 50% in “increasing peace in the country”;
- 1 point down to 49% for “stopping the destruction and abuse of environment”;
- 5 points down to 48% for “creation of more jobs”;
- 5 points down to 44% for “strengthening the people’s trust in the government and its officials”;
- 8 points down to 43% in “increasing/improving the pay of workers”;
- 6 points down to 42% in “controlling fast population growth”;
- 7 points down to 32% in “controlling inflation”; and
- 8 points down to 32% in “reducing the poverty of many Filipinos”.
His performance rating in “fighting graft and corruption in government,” remains unchanged at 56%.
Holmes said these particular issues “should be a cause of concern.”
“With regard to the material well-being, the assessment of one would also affect the disposition [of others]…There might be a change from positive to negative sooner or later,” he said.
Geographic areas
Based on geographic areas and socio-economic classes, Aquino registered a sizeable “big majority” approval and trust ratings.
November figures for “big majority” approval and trust ratings registered at 64% to 82% and 69% to 87%, respectively, in geographic areas.
In the socio-economic classes, the “big majority” approval and trust ratings registered at 65% to 75% and 68% to 76%, respectively.
Meanwhile, disapproval scores ranged from 6% in the Visayas to 11% in Mindanao while distrust ratings vary from 3% to 11% across geographic areas.
The President basically recorded the same disapproval and distrust ratings in the different socio-economic groupings (8% to 11% and 8% to 9%, respectively).
